Govt. secures US $ 228M in two-way loans
… Gives a supervisory role to a private consultant
Kaieteur News – The Government of Guyana has contracted more than US $ 228M in loans to fund the construction of the asphalt Linden road to Mabura as well as for the construction of the East-East Coast Road Link project between Ogle and Eccles.
As such, the Ministry of Public Works is currently looking to pre-qualify contractors for the Linden-Mabura road, as well as a Consultant for project management.
At the request of the Ministry of Works Services Group, US $ 178M has been secured from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) for the Linden-Mabura road project.
The advertising scope for the proposed road project highlights the upgrading of 121 kilometers of gravel road – stretching from Linden to Mabura Hill – to an asphalt concrete concrete road.
Key elements identified in the scope of the works include, in addition to the road, the construction of reinforced concrete bridges at a span of 20 meters in addition to culverts, drains and other ancillary construction.
Following the pre-qualification of contractors for the project, the Ministry said it was preparing to go to tender by May for construction.
Notable, among the criteria identified for potential contractors, is the need to demonstrate annual turnover over the past five years, of US $ 80M and a clear cash flow – including access to credit – of US $ 13.5M o least.
This is in addition to “experience as a major contractor in building at least two assignments of a nature and complexity comparable to the project’s planned activity over the last five years, each with a value of at least US $ 80M.”
The invitation to contractors was announced yesterday in addition to another bid for Consultants.
According to the invitation, the Works Services Group “wishes to procure services for managing the implementation of the project on behalf of the Government of Guyana.”
The Ministry said, “The objective of the consultancy is to effectively manage the various project interfaces and coordinate the implementation of the project… this will involve timely and efficient implementation of the project scope through application of procurement, project management, contract administration and other technical. specialization. ”
According to the Ministry, the consultancy is five years long – to begin after a shortlisting process.
Notably, the Government of Guyana will reserve the right not to be bound, “to assign any reason for not shortlisting any application and will not pay any costs incurred by any applicant in preparing and submitting Expressions of Interest. ”
In addition, the Work Services Group announced that the Government had secured a US $ 50M line of credit from Exim Indian Bank (Export / Import) for the East Bank-East Coast road link.
The scope of work for this project, according to the Ministry, includes construction of 7.8 kilometers of virgin road with an asphaltic concrete finish along the highway alignment. ”
That proposed road link between Ogle and Eccles is envisaged to be a four-lane highway with a central median creating two traffic lanes in each direction. It will also involve building concrete drains, sidewalks and a utility corridor along the way.
In addition, the project envisages a two-lane connector road to be built at Eccles-Haggs Bosch.
The Government of Guyana is expected to pay for consulting services for this project, with the administration, again reserving the right not to give any reasons for refusing potential consultants.
