
The Special Organized Crime Unit (SOCU) on Wednesday instituted more fraud charges against Police Finance Officer Superintendent Woman (ag) Marcelene Washington; former Deputy Finance Officer, Deputy Superintendent, Frank Jackman-Wilburg and former Deputy Division 4 ‘B’ Commander, Women’s Superintendent, Lorraine Saul.
Although the trio was jointly charged with two counts of Conspiracy to Commit Felony, Saul was separately charged with two counts of Forgery of an Officer.
The case was called before the Chief Magistrate, Ann McLennan, at Georgetown Magistrates’ Court. The case against Washington and Saul was adjourned until May 14, 2021, as they were not present in court Wednesday.
Only Jackman showed him and the two charges of Conspiracy to Commit a Felony were read, Unlike Section 34 of the Criminal Law (Crimes) Act Chapter 8:01, however, he was not required to plead to the indictable charge.
He was released on $ 150,000 bail and the case was adjourned until May 14, 2021.
As for the conspiracy charges, reports are that the trio, with intent to defraud, conspired with each other and other persons while being Officers, employed by Guyana Police (GPF), to falsify Felix Austin Police College feeding account on two occasions; once in the amount of $ 1.4 million and then again, in the amount of $ 2.2 million.
Investigations by SOCU revealed that Saul, who was stationed at Felix Austin Police College as the Officer in Charge, prepared two feeding accounts on November 2, 2020.
Both accounts were for meals provided to ranks performing fixed-point duties at the Suicide Helpline and the Mounting Branch between October 16 and October 31, 2020.
Apparently, the accounts were processed at the Police Finance Office and a Payment Voucher # 51f002050 was approved for the amounts listed totaling more than $ 3.6 million.
Further investigations found that Washington and Wilburg had colluded with Saul to defraud in authorizing the payment when no such duty actually existed and meals were not being distributed to ranks as stated on the accounts.
