Police mourn as fmr. Head of Crime, Heeralall Makhanlall, dies

Kaieteur News – Guyana Police announced yesterday that they have joined the family in mourning the death of a retired Assistant Commissioner of Police and former Chief of Crime, Heeralall Makhanlall, MS.
He headed the Office of Professional Responsibility (OPR). He died Wednesday night.
Police said Makhanlall was one of the 69 Guyanese who were rewarded with National Awards. He was the first in the force to receive an individual Medal of Service from the then Chancellor of Guyana Orders, former President David Granger, in 2017.
Makhanlall, born November 10, 1952, joined Guyana Police on March 01, 1974 and was assigned reg. 9531.
In 1978, he joined the Criminal Investigation Department where he served until his retirement on November 30, 2007. At the time, he was the Head of Crime with the rank of Assistant Commissioner. His retirement came after 33 years and 10 months’ service.
“Immediately on his retirement, he became attached to the Office of Professional Responsibility as the Deputy Headteacher and was appointed Head of that Office on August 18, 2013. During his time in Guyana Police Force he served as the Detective Officer Regional. in all of the Policing Divisions except the ‘E’ & ‘F’ Division (Linden / Internal Locations). “
According to the GPF, Makhanlall conducted a number of high-profile investigations in all Divisions including the ‘E’ & ‘F’ Division, in which scores of people were arrested, charged and convicted. He also benefited from several professional development courses including Summer Courses at the University of Guyana and was a participant in the Federal Bureau of Investigation (FBI) session 108, the National Academy, U.S. Department of Justice, at Quantico in the State of Virginia. for a period of eleven weeks ending March 24, 1995.
He also attended the FBI National Academy Retraining Session, held in Brazil in 1997 where he received a Certificate of Achievement in Criminal Justice Education from the University of Virginia.
“On three occasions he won the Guyana Police Overall Best Cop Award and the Runners up Best Cop award on one occasion. Furthermore, on four occasions he achieved the Departmental Best Cop award, a chance that is not an outstanding achievement that he will not exceed in decades to come, ”the GPF said in its statement.
On August 16, 1999 he received the GPF’s 150th Anniversary Medal and the Disciplinary Services Medal for Long Service and Good Conduct and which is now a Service Medal.
“The GPF has served with dedication, commitment and excellence, since enlisting 46 years ago,” said GPF.
